Colonel Francel Margareth A. Padilla is a distinguished officer of the Philippine Army’s Signal Corps with 29 years of service. A cybersecurity and communications expert, she played a vital role in the COVID-19 response as Information Systems Officer of the National Task Force. She was named Cybersecurity Woman Leader of the Year 2023 and recognized among the Top 30 Women in Security in ASEAN. The first female spokesperson of the AFP, she champions the “Cyber for Peace” advocacy and actively promotes women, peace, and security. A certified ethical hacker, international lecturer, mentor, and development practitioner, she exemplifies excellence in service.
